The Ministry of Power and Energy has been renamed the Ministry of Energy, as announced in Extraordinary Gazette No. 2403/53 dated September 27th, 2024. This ministry operates in two clusters: the Power Sector and the Energy Sector. The Power Sector is located at No.437, Galle Road, Colombo 03, while the Energy Sector is situated at No 80, Sir Ernest De Silva Mawatha, Colombo 07. The website www.powermin.gov.lk is maintained by the Power Sector to provide information about its activities.
The mandate of the Energy cluster encompasses the formulation, implementation, monitoring, and evaluation of energy – related policies, strategies, programs, and projects to ensure the energy security of the country with the intention of meeting the aspirations of the citizens of Sri Lanka and with the participation of the entities operated under Energy Ministry such as the Ceylon Petroleum Corporation, Ceylon Petroleum Storage Terminal Ltd, Sri Lanka Petroleum Development Authority, and Trinco Petroleum Terminals Ltd.
Subjects and functions entrusted to this cluster are
- Formulation, implementation, monitoring and evaluation of policies, strategies, programmes and projects, in relation to the subject of Energy, and that come under the purview of Statutory Institutions and Public Corporations on the national policies implemented by the government.
- Provision of public services under the purview of the Ministry in an efficient and people friendly manner.
- Reforming all systems and procedures using modern management techniques and technology, thus ensuring that the functions of the Ministry are fulfilled while eliminating corruption and waste.
- Introduction of a fairer and transparent method for the application of price formula for petroleum.
- Implementation of a power generation plan based on long term requirements.
- Taking measures to make Sri Lanka as Energy Trading Hub.
- Coordination and implementation of import, refining, storage, distribution and sale of petroleum-based products and natural gas.
- Matters relating to petroleum production and refining.
- Exploration of petroleum and natural gases and related activities.
- Matters relating to production of gas and by-products from petroleum production sources, maintenance of stocks, production and distribution.
- Development of infrastructure facilities in relation to the supply and distribution of fuel.
- Formulation of an appropriate energy policy for the control, regulation and utilization of energy resources.
- Improving the capacity of oil refining and encouraging associate industry on petroleum by-products.
- Improving the reliability, continuity and efficiency in the supply of fuel.
