Administration Division

We are responsible in:

Coordination of all activities relating to the amendment of Petroleum Corporation Act No. 28 of 1961 and Petroleum Products (Special Provisions) Act No. 33 of 2002 in accordance with the current needs.

Coordination and operation of all the activities connected with the administrative and human resources development affairs relating to the Ceylon Petroleum Corporation and Ceylon Petroleum Storage Terminals Ltd, which are under the purview of the Ministry.

Coordination and direction for the fulfillment of all the activities connected with the parliamentary activities.

Taking follow up actions in connection with the public petition, complaints and petitions received from the Presidential Secretariat.

Having taken the legal advice, resolution of issues on the matter relating to discharging responsibilities assigned to the Ministry and take legal actions in relation to the legal matters raised by various persons, institutions and associations.

Properly maintaining the physical resources of the Ministry including its building and carrying out their maintenance activities while trying to keep the cost at a minimum level.

Properly keeping and carrying out maintenance activities of the essential services (electricity, water, telephone etc) of the Ministry and making arrangements to keep their maintenance cost at a minimum level.

Implementation of dengue eradication program within the Ministry premises and carrying out the coordination and operation activities necessary for the implementation of dengue eradication program in the institutions coming under the purview of the Ministry.

Carrying out activities connected with the local and international training programs for the skills development of the officers, enabling human resources development of the Ministry.

Maintenance and updating of the web site of the Ministry.

Coordination of activities carried out under Deyata Kirula National Development Program by CPC and CPSTL

 

 

Development Division

We are responsible in:

Formulation and implementation of development policy decisions relating to downstream petroleum industry.

Coordination and monitoring of all development activities carried out by the CPC and CPSTL.

Coordination with the Ministry of Finance and Planning and other relevant Government Agencies in connection with petroleum products, pricing, fuel subsidies, distribution, sales and marketing issues etc.

Issuance/ renewal of licenses of the potential parties to engage in Lubricant and Bunkering business in Sri Lanka, granting permissions to private parties to import any other special petroleum products.

Conduct workshops and seminars to educate the industry stakeholders on petroleum matters

 

 

Finance Division

We are responsible in:

Make expenditure on all the expenses in accordance to the Budgetary Provisions of the Ministry of Petroleum Industries passed by the Parliament for year 2012 under the Expenditure head 115.

Take actions to prepare and make payments of the salaries of the staff of Hon. Minister and the Ministry staff and attend other activities in relation to the salary payments.

Make orders and supply necessary inventory items, stationeries and office equipment’s necessary for the staff of the Hon. Ministers and the Ministry staff as per their requirements.

Operate and maintain properly the official Bank Account of the Ministry.

Prepare budget estimates for the next financial year by taking account of the allocations necessary for the Ministry expenditure.

Prepare and maintain vote ledger classifying the object for the money receipts by the Ministry as government revenue and the expenses incurred for the Ministerial functions.

Preparation of accounts for each month according to the daily revenue and expenditure of the Ministry and submitting the same to the General Treasury.

Preparation of annual appropriation account representing all the translations of the Ministry for the year and submitting the same to the Auditor General.

 

 

Internal Audit Division

We are responsible in:

Auditing the activities of Financial, Administrative and the Development Divisions of the Ministry according to the Annual Internal Action Plan.

Carrying out special inspections and investigations as per the instructions of the Secretary of the Ministry.

Coordinating the activities of the Internal Audit Divisions of the Ceylon Petroleum Corporation and the Ceylon Petroleum Storage Terminals Ltd.

Conducting Audit and management Committee meetings.

 

 

Procurement Division

We are responsible in:

Supervising the duties of all procurement activities related to the refined petroleum fuels, crude oil and related products imported by the Ceylon Petroleum Corporation.

Coordinating all duties related to the meetings of procurement committee appointed by the Cabinet of Ministers.

All the duties related to organizing and coordinating the meeting of the Ministry Procurement Committee.

Analyzing and preparing monthly reports of the Cabinet Appointed Strand Procurement Committee and the Technical Evaluation Committee.

Looking in to the procurement process in order to be implemented in accordance to the procurement guideline of petroleum and petroleum products and taking actions to get the approval of Cabinet of Ministers in this regard.

Preparing strategies to purchase petroleum products in efficient manner, observing the trend of international Oil Market.

 Attending regulatory activities of petroleum and petroleum related products.
